The selected topic is Telemedicine Services for Mental Health of California. In healthcare,
telemedicine mental health is videoconferencing or telecommunication technology to offer mental
health services. It is essential to the identified population and area as it simplifies the process of
providing care by allowing professional to access patient’s accounts wherever within the U.S. For
instance, “a mental health professional in urban areas may have access remotely or rural area who
might not have adequate access to treatment” (IBCCES, 2020). As a result, implementing the
telemedicine service for California’s mental health will diminish the shortage of mental health
professionals in the area.
The mission is “meeting and exceeding each mental health patient’s expectations while
taking care of their individual healthcare needs so that they leave in the best health possible.”
Telemedicine services are offered to a large population with many mental health patients.
It thus needs an improved system to lessen the healthcare professionals. It is why I chose this
mission statement. I feel it encompasses what the facility needs. Besides, it communicates what is
expected to be done (Churchill & Coolidge, 2018). To become a facility that offered quality and
improved care that meets all mental health patient’s needs, regardless of where an individual is
located or what their needs might be. The telemedicine service will be there from the beginning of
an individual’s mental illness to the end when a person needs more help or when the unexpected
happens, making the patient feel comfortable.
The vision is “to better the mental health of California communities by providing friendly
and exceptional high-quality telemedicine care services.”
Vision statements are what make companies a success. According to Pownall (2017), “one
of the shared characteristics of these businesses was a clear and inspirational vision framework
that was easily understood by all employees, that acted as the guiding light for the company in the
2
uncertain future, and that stated what the company was going to do to achieve that vision.” The
aim of this vision is thus to inform patients that all professionals in the Mental Health of California
are technology savvy, friendly, and ready to offer exceptional high-quality telemedicine services
to all patients. When mental health patients interact with the staff from the facilities, they should
be greeted with a warm smile and a helpful attitude. Patients should understand everyone is there
to help them as required. Therefore, with this vision, mental professionals will constantly use
telemedicine services to put all people with a mental health condition first while improving and
developing new innovative ways.

The planning for telemedicine services implementation for Mental Health is a complicated
procedure that might take a long time to complete. The hospital administration must form a
working committee comprised of experts to ensure the strategic plan is completed and achieved
within a one-year timeframe. At the start of the first three months, a mental support program should
be established within the strategy to help implement the plan’s objectives. Besides, an action plan
for the remedial actions must be prepared within three months following the implementation of
the ongoing plan. It should contain the necessary findings and recommendations, protocols, and
reimbursements. The pharmaceutical regimen may then be developed within the next three months
after that point. The participating sites may undergo resource assessment to evaluate equipment
readiness. Credentialing and privileging will depend on the requirements of the facilities. In the
last three months, a testing phase will be planned.
Short-Term Goals
•
The first short-term goal of this strategic plan is to improve patient outcomes. It will be
achieved through consistency, improved accessibility, follow-up care, and simply a
focused or relaxed conversation with patients. The anticipated duration to meet this goal is
4
the first three months after implementation. According to Taylor (n.d.), most mental health
individuals who have challenges visiting the healthcare facility due to distance will get
relived through the telemedicine strategy. They will be able to be taken care of while in the
comfort of their homes.
•
The second short-term goal is to reduce physician burnout. In most hospitals, physician
burnout remains a major issue. It affects the provider’s happiness and productivity, and
patient care. The anticipated duration to meet this goal in the California hospital would be
one to two months. It will depend on how the physicians adapt to the strategic plan.
•
Another short-term goal is increased patient throughput. Through telemedicine, the
California hospital will reduce the number of wait times patients could have spent in the
waiting room as they get admitted. The achievement can take about one to three months
for all patients to adapt.
Long-Term Goals
•
One of the long-term goals is to increase the lifespan of patients with certain mental health
problems. The anticipated duration for this goal is five to 6 years if the strategic plan is
adapted efficiently.
•
Another long-term goal is improving or building a strong and long-term health relationship
between patients and caregivers they trust (Sykes,2018). Such a goal can be achieved if the
psychiatrists’ relationship with a patient is engaging and satisfactory (Dietsche, 2017). It
can be achieved in five years if the patient immediately adapts the strategy and starts
communicating and visiting the same caregiver.

Operational Plan
The operational plan provides a detailed road map to the steps necessary in achieving the
operational plan. The duration to meet the goals will be in the first three months from March 1st,
2022. The plan will start by creating a task force that creates the matrix necessary for the
implementation that sets all the processes and tasks necessary for each department and team. The
next step will be creating a budget for the implementation. It should take into account the entire
cost of the telemedicine services. Communicating the plan needs to be scheduled as the next step
at regular intervals. Data extraction from the previous mental health systems should follow. The
other procedures should include creating a training process, telemedicine systems test, bug fixes,
Go-live process, and releasing. Below is a Gantt chart showing the operational plan that will lead
to achieving the goals.
