Affordable Care Act law has made positive changes in health insurance. The Act requires
health insurance companies to cover the major health benefits as the cost of medication
prescription, cost of care for mothers and babies, the cost of hospitalization treatment, and the
cost of mental health services. Another great thing that is stated in the Act is that health insurance
companies from now on will not be able to sell the health insurance program which “seems to
cover the medical services but actually do not cover.” Affordable Care Act is written to protect
consumers? benefits from health insurance in order to make sure Americans? welfare is met. The
Act excludes unqualified insurance companies from the health insurance market that do not meet
requirements.
There are 3 main benefits of the Affordable Care Act. First, since 2014, all of the 42 million
Americans including 32 million low-income people without health insurance will be provided
with health insurance. The number of Americans without health insurance has decreased by 16.4
million since the Act ACA medical care, often called Obamacare program that takes effect in
2010. This is the largest reduction in number of those who do not have health insurance in the
United States in four decades. In the report of the Department of Health and Human Services
(DHHS) announced on 16/3, the percentage of Americans having no health insurance is now
13.2%, went down 20.3% compared with time back in the end of 2013. In addition, an estimated
of 2.3 million people aged from 19 to 25 are also covered under their parents ?health insurance
until they turn in 26.
Second, the increasing revenues gained from the new launching insurance
programs is predicted to help the U.S government reduce the national budget deficit in the next
10 years. Third, the private insurance companies will still benefit from the share of the health
insurance pie. Although the cost of the insurance programs in general will reduce but in return,
the private insurers would have added 42 new million customers. After offsetting all cost, the
profits of private firms remain.
Secretary of Health and Human Services of America, Sylvia
Mathews Burwell emphasized the fact that Obamacare Act meets the criteria as cheap, accessible
and good that will help families, businesses and taxpayers have a better life.
With the adoption of the Law on cheap health care, tens of millions of Americans will gain
access to medical room services. More than one hundred million Americans will no longer be
restricted to age in the new health insurance packages. The insurance companies from now on
will not be able to cut off some of the benefits once they issue the insurance to customers. Also,
they cannot charge customers with a history of previous illness more than others or just because
they are women. The insurance package is sold to individuals or small businesses are required to
include comprehensive benefits, health care for people with mental illness and maternity care,
which insurance packages before or eliminated.
Many citizens complain that the Affordable Care
Act takes away their rights of choosing their wanted insurance programs but it cannot be deny
that the Affordable Care Act does bring more benefits and rights to the customers? benefits. There
is always a tradeoff. If the government takes from you a thing, they will reserve you another
right. A specific example is that the current federal government is no longer allowing companies
to produce cars without equipping with qualified seat belts and airbags. There is a number of
Americans who appealed that they did not have sufficient financial and opportunity to buy a new
car that is equipped with safety belts and seat airbags. However, everyone agrees that all drivers
are much safer if the cars which are not equipped with seat belts and airbags are banned from
running on the road. Similar to this case, Americans will receive better health care when the
health insurance companies are required to meet the minimum standards of the insurance
products which they choose to market to the market. Federal Government puts effort to stop the
customers buying health insurance in a market called Wild- West-Style market. This market fails

to care for customers? benefits because in this market, insurance companies can manipulate the
market and sell whatever products they called ?health care coverage? and buyers have no choice
but to accept with risks for not being covered. Customers also need to pay a higher price for
insurance than they actually need because the insurance companies in this market reserves the
right to choose the doctor for patients. Customers who purchased insurance in the past might or
might not notice this disadvantage but they could not do much because there was no health
insurance laws protecting patients and customers. Since the Obama Care law is enacted, the
insurance companies can no longer manipulate the health insurance market. However, depending
on each state?s law so that the insurance companies can still hide under the protection of the state
government.
Currently, there are about 12 million Americans who have never had health insurance. Some
of them do not benefit from some health programs when living in states that are under the
administration of a Republican governor. The Republican states generally do not approve to
expand health care program (called Medicaid) that subsidies for low-income Americans. Before
the Affordable Care Act was launched, the insurance company had canceled the programs for
which they think were not profitable. When the media or critiqued that the Affordable Care Act
cancelled the individual insurance plans, they did not clarify the reason behind the termination
which was because these programs did not meet the minimum criteria of the Obama Care
Program. Moreover, for the clients whose insurance program was cancelled now have more
choices of insurance programs. More importantly, the Affordable Care Act states that if the
customers? current insurance coverage is canceled, they will be eligible for tax subsidies through
the ?health insurance exchange.? Their plan is also not terminated immediately, but can be
waited until the end of the insurance period expires.
In order to convince those who oppose and seek support in parliament as well as the
general public, President Obama himself has to open meetings with people in different places to
explain the fact that the benefit of health policy reform is not only for vulnerable people without
insurance, but also for the ones whose insurance program does not meet their needs. The amount
that Americans pay for health insurance is more than half of the other developed countries, but it
does not show that the U.S insurance programs are better. It is one of the reasons for health care
reform that President Obama made during hearings before Congress. He said that health reform
is not a mandatory program which is made to change anything but instead, is to make the health
insurance system more efficient for individuals. For millions of Americans without insurance,
healthcare reform will establish insurance market, where individuals and small businesses can
buy insurance at affordable prices. President Obama said that once the system of public health
insurance is established, it can help regulate private insurance companies become more realistic
and premiums will be reduced.
Even though President Obama has actively lobbied Congress and the masses, the
Affordable Care Act is still facing strong opposition from Republicans, who do not wish to have
a public health background of community service that focuses on lower middle class of society.
The Republican Party often has a tendency towards protecting the interests of the upper class and
the big corporation. In this case, then, health insurance reform will touch the pocketbooks of
?giants.? Of course, no policy can gratify every person. In a democratic society having different
classes like in the United States, health policy reforms can favor this class, but have adverse
effects for other classes. However, according to the principles of democracy, once accepted by
the majority, certain acts are still need to be done for the sake of equity and social stability.
Besides benefits gained from the Affordable Care Act, many concerns are raised also. Introduction:
